Pres. Bush met with Ukrainian President Viktor Yushchenko and offered future membership in NATO to Ukraine. The conditions? Economic and political transparency that would help eradicate the systemic corruption that has plagued Ukraine since the fall of the USSR. In other words, lessen the apparatchik culture, Westernize (and move politically away from Russia) and you're in.
