Opinion Journal.com coordinated a survey with the Federalist Society in 2000 ranking the US presidents. The survey attempted to strike a balance between conservatives and liberals and drew from the ranks of historians, presidential scholars and legal scholars. Reagan came in 8th behind Washington, Lincoln the Roosevelts, Jefferson, Truman, and Jackson. Here are the rankings. Here is today's Opinion Journal column on the book James Taranto (Opinion Journal's editor) edited regarding this project, Presidential Leadership: Rating the Best and the Worst in the White House.
And this is the essay by Stephen Calabresi arguing for Reagan's inclusion in the Pantheon of the greatest presidents in US history.
